1. HOW TO ENTER: The competition begins on April 24, 2006, and ends at midnight PST on June 9, 2006. To enter, use your cellular phone or smartphone to shoot a still photo or video footage that can be edited using any digital editing software. The photo or video may fit in any genre, including action, comedy, commercial, documentary, Fair theme, or other. The edited video may be silent or may include audio, including music, dialogue, and/or voiceover. To enter, please complete an entry form online and attach your entry.
Videos shot on a cellphone or smartphone are to be no longer than 30 seconds. Acceptable file formats include Quicktime; Windows Media Player; and/or Real Player, mpeg3.
Still photographs shot on a cellphone or smartphone are to be submitted in JPEG format at a maximum size of 4" x 6".
2. ELIGIBILITY: Open to all residents of the United States. Void where prohibited. Local and state rules govern this contest.
3. CONDITIONS OF ENTRY: Work submitted must be the original creation of the entrant. In submitting an entry, the entrant is representing and warranting that said submissions are original work and have not been copied in whole or part from any other work; do not infringe on the copyright, trademark or other rights of any individual; are their sole and exclusive property; and that all images were captured solely on a cell phone or smartphone. Entrants retain all proprietary rights to their work, but in submitting the work grant permission to the Marin County Fair to post it on the Cellfest website for the 12-month period following the closing of the competition. Entrants may submit more than one entry.
Entries will be presented on this website and, thus, will be available for viewing by all ages. Entries that are considered offensive cannot and will not be accepted for judging.
NOTICE: Although reasonable efforts will be undertaken to safeguard exhibitors’ property, the County of Marin, the Marin County Fair and/or its contractors will not be responsible for any loss, damage or theft of exhibitors’ property displayed on this website and/or onsite at the Marin County Fair.
4. SELECTION OF WINNERS: All eligible entries will be reviewed and voted upon by a panel of judges as well as by website viewers (Peoples' Choice). The People's Choice online voting will run from June 12 to July 4, 2006 and winners will be announced at the Marin County Fair.

Finalists' names and entries will be posted on this website after they are announced.
5. JUDGING CRITERIA: Originality, creativity, content, and subject matter.
6. ENTRY DIVISIONS AND CATEGORIES:
Silent Video (Youth 5-12, Youth 13-18, Adult)
Video with Audio (Youth 5-12, Youth 13-18, Adult)
Still Photograph (Youth 5-12, Youth 13-18, Adult)
7. PRIZES: Ribbons will be awarded for winners of first through fifth place categories and divisions. In addition, cash awards will be given to first place winners in each division in both youth and adult categories. Cash award amounts will be announced at a later date.
