The Judges' Choice Carla Halyard Principal Systems Support Analyst County of Marin Carla Halyard's team provides research, development, implementation and support for all County departments. Some of her areas of responsibilities are expanding electronic government, leveraging the collaborative Desktop, Technical Training and Records Management. Currently, Carla is managing the development of a Countywide Government Channel website to promote electronic government for the community. Carla has been involved in Information Technology for over 24 years. She graduated from Virginia Tech with a degree in Management Information Science. Jerry Kay Executive Director Media Interchange Jerry Kay is a broadcast veteran whose career has spanned 35 years. He is the host of “Beyond Organic” heard on Sirius Satellite Radio and “EarthNews Radio” heard nationally on CBS radio. Jerry and Chris Kay are co-founders of Media Interchange, a Marin-based nonprofit organization, where they developed the Teen Environmental Media Network. Media Interchange provides webcasting and video production services to the County of Marin. Jerry is a member of the Society of Environmental Journalists and the National Association of Science Writers.
